Visa for my daughters

I have a dutch partner. My son (17) and I got a positive advise from IND for our MVV application.Unfortunately, my 2 daughters (19 & 25) got negative advise. We tried study visa but they didn't qualify because they only have 1 & half yrs of college education here. Can somebody advise me on how to do it now? I need a good lawyer I guess...Pls. help !!!
