permit to stay

hi, i m politecnico student, from turkey.
i want to travel around europe, but they always ask me my permit to stay... my big problem is that i ask for a permit to stay LAST JUNE and they didnt give me anything yet... they say my documents re oki, but they need a code from i dont know where, in order to write my permit... what can i do?
please help me...
