permit to stay

• my husband is italian, im american.
  we've been married for 6 years. we currently live in the states.
  we want to move to Roma within the next 6 months to live.
  would it be easier(and cheaper) to to arrive to italy on vistor/tourist visa, and then apply for permit to stay "permesso soggiorno" then residence then citizenship.. OR apply for family visa from the states.?!
  can they deny me a permit to stay, cause im on a tourist visa?
  any help or wise words would be greatly appreciated!
