Student visa on damaged passport

• Hi,
  
  I applied student visa in Mumbai, India. I was told by Brit High Commission that since the lamination on front page was peeled off from the sides it was considered damaged and I need to submit a fresh passport.
  Now, the passport issuing authority are ready to relaminate the passport so that it wouldn't be 'damage' ppt. But the British High Commission says that I can submit that on my onus but should atleast prove that I haven't repaired it myself.. Anyone gone thro' same predicament. Pls. tell what to do.
