was refused...but i prefer to reapply

• my student visa was refused with the right to appeal but then i heard once you've appealed you wait for another 3-6 months....so i wanted to go with short waiting time so i went to consultancy they checked all my papers and they decided me to reapply with it theres a visa letter and that add a big points for new regulation which is point-based system they said 3 weeks to 1 1/2 months of waiting so i get excited,with this atleast they gave assurance.....i have spent a lot of money....all i wanted to know if this is really true that poin-base system the waiting time is maximum of 1 1/2 a month?
