Best Bank in Romania for Foreigners

I lived in Romania from March 2004 - May 2008. I did business EXCLUSIVELY with Bank of Transylvania because of the low fees and high rates of return on deposits. BCR and the other big banks don't even come close when it comes to being competitive.
